Coil whine

Do you experience strange scratching sounds from your Windows computer?

It might be “Coil whine” caused by the Advance Configuration and Power Interface (ACPI) C-state. ACPI C2 state and C3 state can be disabled by inserting a registry key.

A possible solution follows here. Start a terminal (press start, type CMD, press enter)
Insert the following:
reg add HKLM\System\CurrentControlSet\Control\Processor /v Capabilities /t REG_DWORD /d 0x0007e066
restart the PC.

If you want to remove the above, insert the following into a terminal instead:

reg delete HKLM\System\CurrentControlSet\Control\Processor /v Capabilities /f
